WEST MEYER ROAD PHASE III

Project Description:
Phase 3 of West Meyer Road consists of roadway improvements along West Meyer Road between the existing bridge just west of Regents Park and North Point Prairie Road, approximately 4700 linear feet. This project will construct a three-lane concrete roadway with curb and gutter, and storm drainage improvements. This project also includes the construction of a sedimentation basin in front of the lake at Rotary Park, near the Rotary Park entrance. A 10-foot-wide pedestrian trail will be installed on the south side of the road with a crossing into Rotary Park. The project construction has been divided into four stages, as described below:

  • Stage 1: This project stage includes the construction of West Meyer Road between North Point Prarie and Golden Gate Parkway. Temporary asphalt pavement will be added north of the existing pavement. Two lanes, one in each direction, will be stripped to move traffic to the north end of the right of way; the shifted traffic will include a portion of the existing pavement in addition to the new temporary asphalt pavement. Once traffic is shifted, the existing pavement on the south side will be removed and two new lanes will be constructed. Access to Golden Gate Parkway will be maintained at all times. 
  • Stage 2: This project stage includes the construction of West Meyer Road between North Point Prarie and Golden Gate Parkway.  Traffic will be shifted onto the two new lanes constructed in Stage 1 and the temporary asphalt, as well as any existing asphalt, will be removed. The third lane of West Meyer Road will be constructed.
  • Stage 3:  This project stage includes the construction of West Meyer Road between Golden Gate Parkway and Regents Park Avenue. This stage of construction will close West Meyer Road between Golden Gate Parkway to just past Regents Park Avenue; a detour will be established during the closure. The existing roadway will be completely removed and replaced with a new three-lane concrete roadway. Access to Golden Gate Parkway will be maintained at all times. This stage of construction will reconstruct a portion of Regent Park Avenue so that access will also be closed. 
  • Stage 4: This stage of the project includes the construction of West Meyer Road between Regents Park Avenue to the western project limits, the existing bridge just west of Regent Park Avenue. The Regents Park Avenue work will be completed in Stage 3 construction and this access will be open during the Stage 4 closure. 
Project Status 2021:

October 2021: City awarded the Construction Contract to Gershenson Construction Company.

November 2021: City issued the Notice to Proceed. The contractor is working on clearing and drainage work will follow.

Project Status 2022:

January 2022: Construction has started on Phase 3 of the West Meyer Road project. To facilitate construction, intermittent road closures will begin in early January.

April 2022: Paving operations are beginning in stage 3 of the project. This will take several weeks. Crews are continuing to work on stages 1 and 4 with grading operations.

May 2022: Stage 3 road paving is completed and the section of West Meyer Road is open to traffic. Road closure begins in stage 4. Crews are continuing to work on stages 1 and 4 with grading operations.

June 2022: Crews are working to prepare the subgrade in stages 1 and 4. Paving operations are beginning in stage 4 of the project. Paving will take several weeks to complete. 

July 2022: Crews are continuing pavement operations in stage 4 with anticipated completion and opening of West Meyer Road to two lanes of through traffic the week of July 18. Crews will begin paving stage 1 including the intersection of West Meyer Road and Golden Gate Parkway.

August 2022: Crews are continuing to pave stage 1 and working on completing the intersection of West Meyer Road and Golden Gate Parkway. West Meyer Road is planned to remain open to traffic during paving operations between North Point Prairie and Golden Gate Parkway; please follow construction signs for shifting traffic conditions. 


September 2022
: Contractor to install two retaining walls. Wall 1 is on the south side of West Meyer Road, just west of Reagents Park Avenue. Wall 2 is on the south side of West Meyer Road, just west of Golden Gate Parkway. Crews are working to excavate and prepare stage 2 for paving.

October 2022: Crews are working to pave stage 2. 

November 2022: The contractor is achieving final stabilization in some areas on the north side of the roadway by laying sod or spreading seeds and using erosion control blankets. The improvements at the Rotary Park entrance are being completed including the sedimentation basin, fencing, and the addition of parking spaces. Gas main relocation work has begun on the south side of West Meyer Road near the western terminus of the project; Ameren estimated this work would be completed in November. 

December 2022: The contractor will complete all pavement work on the north side of West Meyer Road within the project limits. The contractor will continue to pour the pedestrian trail on the south side, weather permitting. The southern lane remains closed to allow for working room. The center lane will function as the eastbound lane. Ameren gas main relocation completed. Final paving and restoration are expected to extend into 2023.
